ECHA Encourages Lead Registrants in Chemicals Classification, Labelling to Register
September 2, 2009 // Published as a news service by IHS
The European Chemicals Agency (ECHA) reported that several nominated lead registrants are holding back from notifying themselves to ECHA, presumably because they have concerns about the legal implications of such action.
Consequently, they are not able to benefit from the dedicated special service for lead registrants ECHA is providing.
ECHA is offering a special service for lead registrants, including a workshop specifically to assist lead registrants in their activities dealing with substance information exchange forums (SIEFs).
However, to benefit from the workshop and the special service, lead registrants have to register by completing the online registration form.
Notifying ECHA of the fact that a SIEF has agreed on a lead registrant is purely voluntary. From ECHA's point of view, such a notification does not have legal implications beyond those already stemming from the regulation for REACH - Registration, Evaluation, Authorisation and Restriction of Chemicals.
ECHA stated that contact details in the notifications are used for communication only between itself and lead registrants. Any information about the existence of a lead registrant for a specific substance is made accessible via ECHA's web page in an anonymous way.
